Adds a Proposal Submission form page

Fixes #7

• Added a Proposal Submission page
• Added as a part of the Navbar
• User friendly and Easy submissions of proposals
• Real time validation enabled
• A confirmation message provided to the one who submits the proposal, and also to the mentors.

Note: For testing the mailing feature, need to ask me for the .env file.
