Allow rotation propagation to accept unbounded max terms

Changes:

• Allowed propagate_through_rotation_gates to accept max_terms=None, allocating the full Pauli basis when omitted and validating user-provided bounds.
• Also clamped max_terms requests in Pauli propagation to the full Pauli basis size while still allowing None to allocate that basis automatically.

Why?

• Closes Support unbounded max terms in circuit propagation #16
