Summary

While preparing for a new release, it seems a number of changes for 0.44.0 were not included as the fragments did not have the names expected by towncrier. This PR updates the 0.44.0 release notes retroactively, by renaming the files and re-running towncrier (and copy-pasting the result into the right sections).

Thanks! I applied all the suggestions, and added an additional commit at b8ef72b for fixing additional sphinx warnings:

A couple of them were due to the links to the issues being inserted as part of the Python code blocks. I moved them to the line that starts the Example (using the 0.40.0 release notes as inspiration).
Some of the bullet lists were misaligned
