Allow restarting of the clock through the web interface
Allow changing of the led panel rotation using the web config without needing a recompiled binary.

I have two clocks using this binary, but for some reason they do not use the same rotation. One requires 90 and the other 270. I used to create different binaries to run either clock, but now the updated configuration lets me change this setting in the web interface. This does require a restart, so I've also added a restart option to the menu.
