🚀 Summary of Changes

⚠️ This PR must be merged after the January release.

This PR update pre-commit configuration of vllm-rbln to align with vllm 0.13.0.
As vllm 0.13.0 drops support for Python 3.9 and starts supporting Python 3.10 and above,
the codebase is updated accordingly, including changes to the pre-commit configuration.
