5V Rail system controller and DT updates

Description

Tiny little subsystem for controlling the 5v rail. 3 things are on it and it can be turned off
sucks a bit of current when bus is on even when no periphs are on, so, kill it when not in use

Also DT updates bc why not

How Has This Been Tested?

Ran it through its paces w/ the rest of freak code
Test Configuration:
load up a freak, pump, servo, and buzz a lot
