Regions where the current changes rapidly are good for guessing a cell resistance. The effects of SOC on voltage are minimized, which makes the effect of resistive elements easily observable. We should make it easy to identify these regions from databases.

A tool which finds time regions with large current changes, so that they can be used for the objective functions in offline state estimation.

Implement this in the battery-data-toolkit, which could be sensible because we already have step tagging in that pacakge.
