Allow to use numeric values to set ENABLE_CLOUD_INIT by using double-bracket syntax.
This allows setting
ENABLE_CLOUD_INIT=1in addition to
ENABLE_CLOUD_INIT="1"and ensures consistency with any other config parameters.
