The PipelineRun for E2E tests had the same name as the standard PR
pipeline, causing validation errors. Renamed to match its filename
and purpose: access-requests-frontend-on-pull-request-with-e2e

The official Playwright image already includes browsers, so the
npx playwright install chromium step is unnecessary and wasteful.
