Previous solution didn't work as it was html-encoding everything in the request, causing it to break.
Defaulting samesite = "none" is incorrect unless you are also going to set the cookie to secure = "true".

Updated rhubarb SetCookie function to use different method signature for PHP setcookie which allows you to set the samesite attribute in an array of options.
