Prevents the Area Code from setting when already set, which results in the error, 'main.ERROR: Area code is already set'
Assigns the appropriate type, `CommandListInterface`, which prevents the error, 'Class Riskified\Decider\Command\UploadHistoricalOrders does not exist'
