Loading Answer Coalesce databases from KGX files has been moved back to its own repo so we're removing it here to eliminate confusion and redundancy.
This PR also refactors the way the graph pipeline handles checking for additional outputs of a graph like neo4j dumps, and reduces unnecessary file (de)compression or other operations when runs are left in unfinished states.
