Summary

  • keep status-label and FLS guidance behavior on their retained owners instead of relying on accidental top-level runtime helpers
  • preserve workflow_dispatch check-overdue touched-item follow-up and make blank or unset OPENCODE_CONFIG_DIR a trusted no-write noop
  • add bootstrapped trusted-path and fake-runtime proof so these final follow-up regressions fail before merge

Keep trusted status-label and FLS guidance paths on their retained owners, preserve workflow-dispatch projection follow-up, and harden bootstrapped proof so these regressions are caught before merge.

Keep the mandatory approver equivalence fixtures exercising the retained transport-owned label path so branch CI matches the final follow-up owner model.
