Corrective Stage 1 State-Save Follow-Up: align state-issue writes

Summary

• remove the unsupported conditional-header assumption from authoritative state saves so check-overdue can persist state through the retained issue update path
• align runtime, bootstrap, and fake-runtime state-save surfaces with the supported patch_state_issue(...) contract instead of the invalid conditional-write helper
• add bootstrapped workflow_dispatch save-path regression proof that exercises the real save_state(...) path and asserts no If-Match header is sent on unsafe issue writes
