Closes #69. Makes official expansion inventory, lookup, export, gateway detail, and activation consistently edition-aware. A 2024 campaign no longer sees or retrieves governed 2014 addons; missing campaign profiles fail closed; 2014 and non-official addon behavior remains intact. Validation: 995 MCP tests with one expected skip; Ruff; git diff check.
