[feat] Add command to reference a dataset on 🤗

Describe The Problem To Be Solved

One of CNB's future goals is to further promote publicly-available challenge datasets on platforms outside of Synapse.org, such as Hugging Face.

As an internal Sager, I would like to easily add a pointer on Sage Bionetworks' organization card on 🤗 to a dataset hosted on Synapse.org.
