[IT-4721] set ReplaceProvisioningArtifacts the same as prod env (#1499)

We are having issues with Service catalog service actions in the
prod environment.  Dev and prod are setup differently with repsect
to service actions.  This change is configure them the same for both
environments so that we can debug using the dev environment.
