@andrewelamb I changed the base to the rc branch but otherwise looks good

@SageGJ I'm running the integration tests locally in case the github workflow times out. Once they finish I'll merge this. |

A our version of flask was incompatible with the latest werkzeug version
Solution:
The version of werkzeug was pinned
Testing:
pre-release API tests pass after update
