Prepare release for PWA Kit v3.13.0-preview.4

Description

This PR prepares PWA Kit for release of 3.13.0-preview.4 to allow smoke testing PWA Kit release bundles published to NPM before publishing the final release for version 3.13.0

This preview release includes:

Fix for pwa-kit-mcp tool NPM package structure: #3343
Version bump to 3.13.0-preview.4
