Update zh_cn for 1.21.1

en_us is missing in the newest action builds, new keys are added from checking commits.

key for Fractured Cobalt Impetus seems to still be using older versions' "cracked", zh_cn changes it into "fractured" to keep the format. This probably won't cause severe problems as TiC aren't updated for 1.21.

zh_cn of Cobalt Node for 1.20.1 contains a typo unfortunately, "节点" should be "结点", though since that branch is in stasis, new PRs won't be opened to fix this. If future versions for 1.20.1 may exist, please ping me to change that. (GitHub and Discord are both OK)

en_us should be back. You're free to make any changes to 1.20.1 but point is you don't have to.

I've added an option to scale down the size of the text across all arcana entries (not entry titles for now though)

Translations should be ready tomorrow or the day after it or the day after it, please ping if it still needs update or new keys have come out.

The current file has translations for every key, except the book ones for Mirror Magic, Voodoo Magic, Geas, Undoing Geas, and those for not yet implemented features.
