This commit adds documentation for dynamic_shape_inference.py sample and relocates script. - Introduce inference_benchmark.md with usage guide and purpose for the inference_benchmark.py example - Move inference_benchmark.py out of src/ into the sample root directory for consistency ONE-DCO-1.0-Signed-off-by: ragmani <ragmani0216@gmail.com>
