Fix downloading world data

• No more legacy_scenery xml node

Create new world fixes

• Fix that TW Tactics could no longer start a new world (due changed Innogames xml config)
• Fixed crash when trying to start on ended world. These worlds are now archived and the data TW Tactics requires is no longer available for download
