ignore unplanned upgrades of python versions, as this is a dev only dependancy and we have things dependant on lower versions of python, which would be notable work to upgrade

The updates to the pa11y config seem to have done the trick (tests passing), hopefully the renovate config changes will also do the trick, merging now. |
