Pre-release: Docker Build Pipeline Validation

Internal pre-release to validate the new Docker build and publish workflow.
Includes:

• GHCR login and push verification
• Version extraction from pyproject.toml
• OCI metadata labeling
• Cache layer reuse across builds

No functional code changes from v1.0.0.
Not intended for production use.
