Adds reactive_power_limits::Union{Nothing, MinMax} field to InterconnectingConverter to support formulations that inject reactive power at the ACBus.

Added field to src/descriptors/power_system_structs.json with per-unit conversion (:mva) and default nothing
Regenerated src/models/generated/InterconnectingConverter.jl with getter/setter/constructors

Fixed by merging main (c4634a3) which includes the doc build fix from #1670. The documentation errors were pre-existing cross-reference issues (InfrastructureSystems.PiecewiseLinearData, ComponentContainer, etc.) that were resolved in ebe29ec5 on main.
