Description:
This PR introduces a shared CLA action that is callable from other repos in
cla.yml. An example call of this shared action now exists incla-assistant.yml. In the shared action, we also skip this action run for bot users, which prevents this from running and sending emails to CSA members for bot PRs for matter_sdk updates.Once this workflow is in main branch, desired behavior will be seen as the logic needs to exist on default branch. Once this is merged, can update all repos to use this shared action. This will reduce maintenance of this action across all repos.
Testing:
Tested in matter_extension_private repo to confirm desired behavior.
