I've used the Sitecore XP template to add an App Services Environment and vNet to it. All of the hosting plans have been changed to the isolated pricing tier and are deployed in the ASE. Note that it easily takes an hour to deploy.
The ASE and vNet itself is added as a nested template and in the dependencies configured to be deployed first before all the other resources.
