Release_004

This release contains minor updates to product generation strategies. It is consistent with the most recent ATL14/15 ATBD:
https://doi.org/10.5067/R7PT3U8WSJF.

Changes relative to release 003 include:

• Removal of ATL15 estimates for cycle 01
• Smoothing and gap filling of low-resolution error-esimtate maps before they are interpolated to full resolution
• Optional inclusion of maps that allow scaling of the height-change-rate-curvature constraint

This is the code that was used to create release 003 of the NASA ICESat-2 ATL14 and ATL15 products.
