Add recycling recipes for IV through UIV Parallel Control Hatches and UHV-UIV Absolute Parallel Mastery Hatches.
Update recipe-helpers.js to provide slightly more complete functionality for registering recycling recipes.
Update converters.js to use new functions declared in recipe-helpers.js for consistency.
Reviewer Note: LuV+ Hatch scrapping results are based on a uniform cost for emitters and sensors of 9x primary material, 3x cable material, and 6x rubber based on discussion in VC with Aqua.
