Adds a Node.js migration tool: --lint scans every Prisma migration SQL for destructive operations (column/table drops and renames) and alerts when they lack a data-backfill follow-up, and --verify runs forward deploy + down rollback + schema parity via the existing script. Backed by unit tests. Closes StellarDevHub#1124

Adds automated database migration rollback verification plus a destructive-operation linter (issue #1124) as a Node.js CLI.
npm run migration:lint— scans everyprisma/migrations/**/migration.sqlfor destructive operations (DROP COLUMN,RENAME COLUMN,DROP TABLE,RENAME TABLE) and alerts engineers when one lacks a data-backfill follow-up migration, preventing silent production data loss. Uses--strict-lintto fail CI on unbackfilled changes.npm run migration:verify— runs forwardprisma migrate deploy, generates and executes the down migration, then verifies PostgreSQL schema parity (delegates to the provenscripts/test-migration-rollback.shcontainer bootstrap + catalog diff).tests/migration-rollback.test.ts, runnable via jest): cover drop/rename detection,IF EXISTSvariants, backfill detection, and non-destructive SQL passthrough.Closes #1124
