Add self-upgrade capability to the smart contract.
Adds release.yml (GitHub release + DAO blob storage + Slack notify on tag push) and remove-blob.yml (manual DAO blob cleanup), following the pattern from sweat-jar and pinned at Sweat-Foundation/actions@v1.
