The IGN Geoplateforme (data.geopf.fr) rejects the default Python urllib user-agent with HTTP 403, which failed the geometries_iris ingest step on Cloud Run (execution 669f12d6). Same filtering behavior as the INSEE sources: reuse BROWSER_UA. Verified: 403 with the default agent, 200 with BROWSER_UA on the same URL.

Le premier run prod incluant la maille quartier (exécution `669f12d6`) a échoué à l'étape `ingest geometries_iris` : la Géoplateforme IGN (`data.geopf.fr`) refuse le User-Agent urllib par défaut avec un HTTP 403 — même filtrage que les sources INSEE. Le correctif réutilise `BROWSER_UA` sur la SourceSpec.
Vérifié sur l'URL exacte : 403 avec l'agent par défaut, 200 (143 188 544 octets) avec `BROWSER_UA`.
En local le problème était invisible : le fichier avait été téléchargé via curl (UA accepté) et l'ingest testé sur cache.
