Rework dashboard as live BI map command surface

Summary

• replace the editorial/report dashboard composition with a dense live BI command surface
• add left report controls, central India live map stage, animated arcs, heat nodes, right active source feed, bottom selected lane/timeline/domain heat panels
• keep DISHA 6.6 civic/light visual identity and real source-registry data only

• npm.cmd run verify
