Add architecture control plane

Summary

• add a machine-readable DISHA architecture control plane at /api/v1/architecture
• classify active runtime, connector mesh, agentic skill layer, legacy archive, OS packaging, and defensive skill zones
• define the 2026 premium re-architecture thesis around evidence, policy, source truth, and promotion boundaries
• document the new architecture doctrine in README, product spec, and docs/architecture/PREMIUM_REARCHITECTURE_2026.md

Note

The local unauthenticated /api/v1/architecture HTTP probe correctly returns 401 because the existing request-context/security layer protects API v1 routes.
