This PR adds GitHub Actions CI with basic sanity checks (fmt, clippy, tests), which is free for public repos.

To make them pass this PR also applies edits suggested by cargo fmt and cargo clippy - all changes are in separate commits.

An example how it works can be seen here - https://github.com/kinkard/osmpbfreader-rs/actions

I see that there is still travis and appveyor conf and badge. Do you want to remove them and add github ci badge?
