Fix VictimForbiddenKindOf and VictimRequiredKindOf in EMPUpdate not working

### Describe the issue

As title, should be an easy fix if uncomment lines 239,240,241 and remove data && in line 240.

### Steps to reproduce

Add these two lines in INI files and test. For example Object EMPPulseEffectSpheroid in System.ini
