Hot key does not work in VS2022 builds

Describe the issue

Hot key does not work in VS2022 builds. But it does work in VS6 builds. Happens with all hot keys.

Steps to reproduce

1. Load into map
2. Select USA Dozer
3. Try press R to build Reactor

Tested in my Debug runtime fix branch in debug and release and i don't see this issue.

Does this issue happen before your fixes?

Just pulled recent main and built it on my main in win32 Relwithdebug and it was working as expected.

Maybe the issue was build artifacts on your end? i have had that somethines and had to clean the build before a change properly took effect.

I also just ran the latest release build and have no issues with any hotkeys.
