pnpm 10+ reads only auth and registry settings from .npmrc, so the supply-chain gate (minimumReleaseAge) and the other pnpm settings here were silently ignored. Move them to pnpm-workspace.yaml, where pnpm honors them, and drop the now-dead .npmrc.
trustPolicy: no-downgrade flags legitimate, provenance-attested packages (e.g. tinyexec, semver) as trust downgrades whenever an earlier version carried stronger trust evidence, breaking pnpm install/exec. The 3-day minimumReleaseAge gate plus a frozen lockfile already cover the same supply-chain vector without the false positives.
The dependabot.yml referenced labels that do not exist on the repo; the canonical labels use the stack: prefix, so Dependabot could not apply them.
