Extract hardcoded test1/test2 credentials from create_test_users command and smoke test into shared settings._test_users module. Imported only by local.py/test.py; base.py defaults to empty list so prod inherits no preloaded accounts. Command no-ops with warning when TEST_USERS is empty (prod safety guard).
