Fix CI through the following changes:

• actions/checkout to v6
• actions/upload-artifact to v6
• Rename "Neural-graphics-sdk-for-game-engines" to "ngsdk" to prevent the path from being too long.
• Move to edition 2021 for arm-neural-graphics-lib, as 2024 does not exist in our msrv
• Update our ash dependency to a pre-release version which supports the required vulkan extensions for NSS.

These changes seem fine to me, given my limited knowledge of CI. I’m not sure whether updating the checkout version is necessary, but the rest of the changes look fine
