Expands the existing "Going further: the next layer" callout (previously
just OpenSSF Scorecard) to also name REUSE for license/copyright
compliance, and adds matching entries to the wrap-up Tools list and the
glossary/references in reference.md. These stay resources-only, not new
episode content — the lesson already draws this boundary itself
("citable and discoverable is the foundation, not the finish line").
