Group Dependabot updates

Summary

This PR addresses a major annoying issue with Dependabot: it would create single PR updates, and those updates may cause each other to fail. This is now solved by grouping the updates together into two different categories: development and prod deps.

This should also reduce the amount of spam that exists in this repo.
