Implement foundations of OAuth2 and co for members

Summary

Similar to UCMercedACM/kanae#30, this PR implements the very basics of OAuth2 and email + password via SuperTokens.

Unlike the PR referenced from Kanae, the very basics are only implemented, and no session auth components are added as this is only to prepare for the rest of the rewrite.
