Some fixes to prepare for production

• Switch to more modern Yarn bundling approach
• Refactor most console.logs to a new larkin.trace function that is silenced unless NODE_ENV=development
• Remove outdated configuration files
• Add dotenv to allow easier development
• Add yarn run format command, and make release to generate a tagged release.
• Update Docker build to use NodeJS version 20
• Add more information to the /meta route, including software version
• Add an explicit removal error to /v1/* routes
