This is an early implementation of the commands pipeline, it is incapable of packeting commands into packets. As such, no tests have been made for it. This implementation is capable of receiving commands, and sorting them by priority (primary sort) and then by time (secondary sort). The purpose of this PR is so that Adityya may work on adapting the comms pipeline and the logic for packing, for GS.
