Sqlite's new autosetup system does not build or install the import library libsqlite3.dll.a without an explicit --out-implib.
Version 3.52.0 has been withdrawn and 3.51.3 released. https://sqlite.org/releaselog/3_52_0.html
since we write the correct name into config-win.inc

Looks good, the moving of the config-win.inc generation to here is a good idea if all these versions are coming from here anyway.
Merge at your own discretion (I assume you want a prerelease too?) or I can do it Sunday or Monday.

Updates OpenCV, FFmpeg, dav1d, Lua, SDL2, SDL2_image, SQLite, libtiff, libwebp, and libpng to the versions we use in the AppImage (or to the newest in case of libtiff).
A new script creates the config-win.inc file we need to build USDX.
