Quality Reviews Timing Out on large job file

1. Quality reviews time out consistently — Every finished_step call timed out on the quality review
   (240s), requiring override. The project job.yml is large (3 workflows, 10 steps), and the
   common_job_info is long because it serves 3 workflows. This may need the common_job_info trimmed or the
   step reviews simplified.
