Implements the task鈥檚
plan.mdartifact.Source builds already install a wheel produced from the checkout, but their images lacked the version label consumed by the runner鈥檚 freshness check. Add that label to every CLI variant built by
make build, document the manual rebuild contract for source changes, and add regression coverage for the recipe.Pip-installed automatic image builds remain unchanged.
