Adding a conda environment file that runs the model with Python 3.9

This will also require using specific branches for AWSM and SMRF:

PySnobal and Topocalc are still using the latest from master at ARS

Add isnoda conda environment that uses Python 3.9 and the `integrate_wrf`
branches of AWSM and SMRF
Use of this channel is no longer free for research and universities.
Update script to reflect changes with the Python 3.9 upgrade and
integration of weather_forecast_retrieval into SMRF. Also adds
installing TopoCalc from source.

I have been running now all my model setups on Python 3.9 without any library issues.
This should be the standard going forward.

Point to the actual model components used.
Keep the resources around for look up purposes. No need to point
external users to those as they are not fully fledged.
