download_testが復活したため、download_testが通るのを待ってからリリースするようにしてしまう。仮に
download_testがネットワーク不調でコケた場合でも、draft releaseとassetが出揃っていさえするなら手作業によるリリースが続行できるはず (#1299 や VOICEVOX/onnxruntime-builder#97 と同じ考え)。ネットワーク不調ではなく根本的にまずいことがわかった場合でも、リリースを中止するという選択肢が取れる（なぜならタグの作成をする前なので、このリポジトリをwatchする人/botに一切の通知が流れない）。その他
